To give you any useful advice, I'm going to need a really clear "explain to me like I've never used a computer" walkthrough of what you're trying to accomplish.  I assume you're trying to stream web video to a service (twitch, youtube, etc.), but it's not clear at all.

You'd typically use Flash Media Live Encoder for that kind of thing, but that product has been dead for years.  I'm not sure that it supported 4K video.  I'm also not sure that we're even talking about the same thing. 

It's also probably the case that the service you're streaming to has some particular requirements for how to stream to them in an optimal way, and they probably have a how-to guide.  That's really your best bet for an optimal answer.
