adobe flash player for a disconnected PC from www

It is easy simple: I need to install adobe flash player on windows 2016. A PC disconnected from the network.

The download I did tells me initialize install... connection failed! click retry.... connection failed... finished and it wants to open adobe website...

Hallo no internet connection!!! What is not clear?
