Adobe Flash Player install connection fails at 33 percent

The install continues to fail at 33 percent saying "Connection failed.  Unable to complete installation."  Is there a way to get the full installation file instead of this crappy 1mb starter installation file that requires the internet to complete the installation?  Frustrated by Adobe's issues.

I have Windows 7.  All patches are up-to-date.
