Adobe Flash Player Problem

I have a Toshiba laptop. It came already installed with windows 10. Every time I try to open a program that uses flash player it says I need to download it. I click the link and it leads me to the website. It gives me the option to "check" it so I do and it says that it's disabled. I follow the steps it gives me to turn it on and refresh the page. I check it again and it says its still disabled but when I open the menu it says that it is indeed enabled. Please help! I don't know what to do...
