Adobe flash player version 11.3

Hi. My browsers are blocking the plugin for adobe 11.3 and stopping it from downloading. How can I go about downloading 11.3 from the Adobe website?

You don't.  Flash Player is backward compatible. You want the latest version, not the one that's missing hundreds of security improvements.

 

If a website is telling you to download an old version of Flash, it's much more likely that you have Flash installed, but your browser is blocking it.  Before browsers blocked Flash, it was a pretty safe assumption that if Flash wasn't visible from JavaScript, it wasn't installed.  That's no longer true at this point, but all of the websites on the web would need to update to provide better guidance.
