Adobe Flash Player will not load - Windows 10

I cannot get the flash player to load in both Internet explorer 11 & Windows edge.  Both state the flash player is blocked by the browser. I verified both have flash player enabled.

I can load the flash player ver 25 in google Chrome.

Any help will be greatly appreciated.

IE and Edge do not use the same plugin as Chrome.  IE and Edge use the ActiveX Control and Chrome uses the PPAPI plugin - they are not interchangeable.

My windows is Win 10 Pro Version 1607 OS Build 14393.106

I verified that Active X Filtering is disabled

I followed the steps listed in the provided link & that did not resolve the problem.

I'm not able to reproduce.  I see the following (I believe this is the same Soldiers, Inc you are referencing):
