Hi,

Flash Player 11.3 is posted on the Archived Adobe Flash Player versions page.  You'll first need to uninstall the currently installed version using the standalone uninstaller before installing the previous version

• Uninstall Flash Player for Windows‌
• Uninstall Flash Player for Mac OS

You did not specify which operating system this is for, however, if you are using Windows 8.1 or higher with Internet Explorer you cannot uninstall the embedded Flash Player for Internet Explorer (or Edge browser) and install 11.3.
