Adobe flash pre-installed, turned on but still disabled - Win10/Edge

Flash player pre-installed with Microsoft Windows 10, followed instructions to insure Flash is turned on but still not able to use. What do I do?

    Which browser are you using?

    You can refer these as well : Re: Flash Player won't enable , Re: Flash Player is Enabled but Adobe says it is Disabled
