Adobe Flash repeatedly disappears

I have a question regarding Adobe Flash Player. I am running Windows 7 Pro-64Bit, IE 11, Kaspersky's Antivirus. I can download the latest Adobe Flash Player with no problem and it works perfectly, until I reboot my system. Afterwards I get an error stating that I need to download Flash in order to view certain websites. When I go to my control panel I can only see a Ghost of an icon that Flash 24 Active X is installed; and I have to go back to reload Flash again. How do I resolve this issue? I also had the same problem before installing Active X.
