Adobe Flash Shared Object file .sol not written on Windows 8.1 IE11 computer

Adobe Shared object cookie file (.sol) not written to C:\Users\firstname.lastname\AppData\Roaming\Macromedia\Flash Player\#SharedObjects\

Those appear to be written on a per site basis, for example, if I goto the flash test page : Adobe - Flash Player

There are no files written there. Other sites will write those files like CNN for example. Are you sure the site dishes out the .sol file?
