Adobe Flash window is moving when trying to draw

Hello,

So, I just got an Acer touchscreen monitor, and for the most part, it works really well. But, there is a problem with Adobe Flash and Photoshop that I need help fixing.

When I select the pen tool, and try and draw, the window will scroll across. I have no idea why this is doing this, as it doesn't do this in other programs (eg Paint Dot Net,). When I do get to draw with the tool, it only allows one direction before stopping. I have no idea why this is happening, and need it fixed asap.

I know it's not to do with the screen, so what do I have to disable/enable in Flash/Photoshop to allow me to draw without having the page scroll in the wrong direction?
