Argument Error 1063 on multiple machines

OS: Windows 7 Professional x64 Edition Service Pack 1

Adobe Flash version: 20.0.0.235

Problem

Multiple users get the following error when accessing websites (occurs on multiple websites). When this pops up, it will appear several times again immediately after selecting dismiss all. I have already verified IE options have the following selected: disable script debugging(IE), disable script debugging(other), and display a notification about every script error is not enabled.

These machines are on a domain.
