As an IT company who manages 3rd Party patches for various companies, do we need a license to distribute updates?

Greetings,

I work for an IT company who manages 3rd party patching of Adobe Flash and Reader. Basically, we want to distribute updates via our server to various clients (so over the internet but directly to their intranet). We can do so by downloading the .exe file on Adobe's website, but I know that there is a license application for a download link. Now, right now we are not installing either Flash or Reader, nor are we using these apps in our software.

Anyways, I just wanted to help interpreting this page: Adobe Flash Player Distribution | Adobe. Do I need Adobe's permission to manage updates for clients who (for now) already have these products installed?

I've applied for a license but is that sufficient? Also, the license application didn't seem to allow me to explain my situation clearly as I have above.
