Association error when trying to run Flash object

A friend running Win 7 could not get her Flash to run, so I re-installed it.  In the Addins of IE11, it shows it is installed.  On Adobe's website, it shows what version is installed.

When I click on a Flash object (i think it was an OCX file), I get "no file association".  When I look for Flash or Macromedia, or Adobe to associate this with the file, I cannot find it.

At one time I had it running when I inadvertently let Google Chrome install.  This is an old lady, she doesn't need to be bugged by Google to change her browser, so I de-installed Google Chrome.  Flash hasn't worked since.

I ran the Adobe Flash un-installer to get rid of all old versions, then re-installed, once from the web, once from the downloaded file on the hard disk.  Still no workee.

Anyone?
