AVHardwareEnabledDomain requiring prompt for users.

I am trying to deploy Flash so that the AVHardwareEnabledDomain=Local setting is in place for all users.  My mms.cfg looks like this:

SilentAutoUpdateEnable=0

AutoUpdateDisable=1

AVHardwareDisable=1

AVHardwareEnabledDomain=Local

It appears as the setting is making to the PC as Admin Accounts are prompted with an allow box when starting the program that enables a camera, however, regular users are not getting the prompt to allow, it is just going to a black screen.  I'm guessing they are not getting the prompt because they are just users of the PC.

Question:  Would adding the setting:

AllowUserLocalTrust=1 remove the security requirement of the PopUp allow box?
