Blocked full screen mode in Flash Player affecting both Firefox and IE

I've searched on this topic and tried all suggested remedies. As this effects both Firefox and IE, I suspect something more global like network settings or Norton. But I haven't found anything there yet. Since this is happening on both my Win7 system and my newly updated to Win10 system, I'm leaning toward Norton being the culprit, but short of turning Norton off, I haven't found any settings that might make this work. I've disabled Norton Auto Protect and Norton Smart Firewall. This doesn't seem to have any affect on my issue.

By the way, I've got

Flash Player 19.0.0.185

FireFox 41.0

IE 11.0.9600.18015

Windows 7 and Windows 10 on two different devices.

Could you point me to a website that's causing this problem?

Does the "go fullscreen" button in this example fail for you?

Here's one example of a website that I can no longer expand to full screen, Popular Woodturning - Popular Woodworking Magazine. Interesting enough, I can grab the URL for the video and open it in a new window. The video in the new window can be expanded to full screen. I've gone into about:config and turned off full-screen-api.approval-required in Firefox. This doesn't help.

Also, the full-screen button is greyed out in the first page, but when I go directly to YouTube, via the URL, it's not. So, after reading the tutorial you posted at the end of your post, I'm wondering if the provider hasn't yet made the necessary changes to allow their video to be resized. If so, is there anything I can do?
