Browser keeps telling me to upgrade Flash Player

Ok, Here is the problem I am having either with Google Chrome or Internet Explorer running in Safe Mode or Normal Mode.

1. I have Flash Player 13.0 installed.

2. whenever I go to a site, lets say Microsoft for example, and click on a download link I keep getting a message stating that Flash  

Player needs to be upgrade from Version 12.0

3. I click on the "X" to close the dialogue Window and it automatically download a file called "install_flashplayer_12_x32_64_msaa_aax_latest.exe"

4. After the file is downloaded I scan it with McAfee or Malwarebytes and the results are either a Trojan or Spyware file so I quarantine the file without running it.

5. I have uninstalled and reinstalled Chrome and Internet Explorer and everything works ok for a while then it starts up again.

6. Guess what I am asking is the file " install_flashplayer_12_x32_64_msaa_aax_latest.exe " a legitimate Adobe File.
