Buffering issues with adobe flash player

Please help! After running for a few minutes -- or less -- Adobe Shockwave Player keeps stopping video display for buffering, on C-SPAN and other news sites. I have to MANUALLY clear the Cached Web Content. This happens in both Firefox and Internet Explorer. I'm running Windows 10 Pro (latest update), 64-bit. E.g i have a [link removed] live page and i want to publish an ebook in video format. can i do this?
