Can I make a completely safe to use dll that when installed and called in Game Maker in game saved files saved as .swf become flash playable games?

I looked on Google Blekko Bing AOL Yahoo eHow Ask wikiHow etc. before but no luck yet.

If I can make such ^ a dll as this thread's title describes what programming languages will I need to learn to be able to easierly make such a dll?
