Can't access the peer-assisted networking panel

Hello!

Specs : Pc, windows 7, 64 bits, google chrome.

So recently I've been trying to access the flash player options because I want to disable the peer-assisted networking. However, when I try do do so, and arrive where the associated panel is, I can't see the panel and it says "This content requires Flash". The problem is I do have it ! I've went on a help Adobe site and the test picture worked ( I could see the clouds move on the image ), but i redownloaded it anyways. Still not working. I also verified I had Javascript enabled, but looking at my plugins it seems this is also enabled. I also went ahead and disabled all my chrome extensions with no better results (maybe addblock was blocking it ?). I am really clueless as to why I can't see the panel, and why Flash is not running on this page.
