Can't adjust Flash Player settings in Control Panel

I've developed a problem using Flash Player on the site pogo.com.  I think that it occurred when I updated the Flash Player, but that may be a coincidence.  The application won't open and their admins recommend clearing the Flash Player cache:

I opened Control Panel, and clicked the Flash Player icon.  I get the whirling circle as if it is going to open, but then nothing.

I went to uninstall Flash, and saw that my update to v. 27 had not uninstalled v.26.  I uninstalled both.  When I went to Control Panel, I still saw the Flash Player icon.

How do I fix it so I can access the Flash Player icon in Control Panel.

    Flash Player is a built-in component of Internet Explorer and Edge on Windows 10.  This also means that Windows includes the control panel applet.  You can't really uninstall or reinstall it, because it's built into Windows.

    First things first, if you haven't shut the machine down and restarted since the problem appeared, that's probably a great place to start.

    If that doesn't work, you may need to do a non-destructive "refresh" of the operating system in order to replace those files:
