Can't download files after Adobe flash kb4049179 and Windows 10 1709 updates

Since I got the latest Windows 10 Flash update (KB4049179) I can not download files like PDF, CSV, or QXf. If I uninstall the Flash update everything works. Does anyone else have this problem ? I have the latest Windows 10 update (1709) install.
