Can't see the Adobe Flash Player Settings Panel

My computer (Windows 7) will not play videos in Facebook.  I have researched through Adobe support and I am trying to change my settings to allow 3rd party, but when I click on this link:  Adobe - Flash Player : Settings Manager - Global Storage Settings Panel at the very top of the page where it says Global Storage Settings Panel and right below that is where I should see my settings panel.  I have the follow error message:  This Content Requires Flash. Download the free flash player.  I have uninstalled and re-installed flash player numerous of times.  Can anyone help me fix this problem?  Thank you very much.

Having the same issue today.

Using Windows 8.1 and Iron Chromium with a fresh Adobe Flash install.

Turned off all extensions and I still get "This Content Requires Flash" where the panel entry should be.

It works sometimes, so the only solution I can offer is to click on the control panel link over and over until it finally loads the panel. Reloading the webpage doesn't help.

You may need to click the link up to 30 times before the panel loads.

Wish I had a way to make a bug report to Adobe over this.
