Can't start the installation of flashplayer

As the title say, i can't install flashplayer i don't know why i download the latest flashplayer run it and nothing happens like nothing not even a process in background nothing, i also saw that i can't run internet explorer 11 as well could it be related to that or its just my computer that's needs another windows reinstall because i can't install it. Any help would be appreciated. thanks before-hand. Gabriel.B
