Can't Use Flash Player

When attempting to open a page requiring Flash Player (most recently Rosetta Stone), I get the following error:

We recommend that you download and install Flash Player version 10.3.181 or greater.  

• Visit get.adobe.com/flashplayer to download the latest version of Flash Player.
• Follow the instructions provided to install Flash Player (you may have to restart your browser).

I've verified that I have Flash Player version (Shockwave Flash Object) 21.0.0.242 but try to download anyway. I get a message that "Flash Player is already integrated with Windows Explorer in Windows 8, you do not need to install Flash Player".  Following directions, I then "enable Flash Player" - it's already enabled. I "disable ActiveX Flitering" - already disabled.  I then update for IE Flash Player for Windows 8.1 (64-bit) and (32-bit).  I try again.  I get the same message and instructions. I shut down and re-start, try again - I get the same message.

I've followed these same directions at least 20 times, but I still can't get Flash Player to run.  This is a recent problem, started about 4-6 weeks ago.  I can't pinpoint the exact time or what occurred which may have triggered the problem.

Any help would be appreciated.
