Cannot access Flash Global Settings on Chrome

I'm using the latest version of Chrome version 52.0.2743.116 m (64-bit) on Windows 10 64-bit with all the latest Windows Updates. Whenever I go to the global settings security page the panel tells me to install Flash. I'm sure that none of my plugins are blocking it as I tried it in incognito mode as well as in normal mode with all plugins disabled. Is there any other possible reason why I can't access Global Settings?

    Does this only happen in the Global Settings panels, or other Flash content as well?

    Is Flash Player enabled in Chrome?  See Enable Flash Player for Chrome

    I can play my Flash games no problem, and I'm definitely sure Flash is enabled. Only the Global Settings is malfunctioning.

    If you go to chrome://plugins and check Always Allowed To Run next to Adobe Flash Player, does that resolve the issue?
