Cannot activate Flash Player

I have been trying for hours to activate my adobe flash. I have gone to the Advanced Settings and selected "on" under the "Use Adobe Flash Player" section. I have turned off the my Windows Defender SmartScreen to help download it, but still my computer will not allow me to use or download Adobe Flash Player. Not even the support system that Adobe has set up can answer my question. Please help.
