Since your issue is distinct from the thread you posted in (similar symptoms, but different root-cause), I've branched this to a new thread so that we can give you personalized advice and not conflate the two distinct problems.

For what it's worth, I'm on the exact same config, and I'm not able to reproduce this issue with either the internal or an external webcam in either Firefox 49.0.1 or Chrome 53.0.2785.143 (64-bit).

A couple things you should check:

    • In Control Panel > Flash Player > Camera / Mic, do you have "Ask Me when a site wants to use the camera or microphone (recommended)" selected?
    • If you right-click on the Flash content on an affected site and choose Settings, then look at the Privacy Tab (2nd from the left), is it set to Allow?
    • If you look at the Camera tab (right-most tab), is your camera selected in the dropdown?  If you click on the little preview box underneath, does it show a live feed of your camera?

Particularly if you're using an external webcam, if you plugged it in after the browser was started, Flash might not know that it's available.  Usually completely exiting the browser and reopening it will make it available.
