Cannot Force Quit "Adobe Flash Player Install Manager"on Mac

I cannot force quit "Adobe Flash Player Install Manager" on my mac running IOS 10.9.5. I have tried uninstalling and reinstalling flash pled. I cannot find the process on Activity Monitor. This prevents my mac from shutting down or restarting.

When I search for the Application the functioning one shows up but does not replace the other one.
