Cannot Install Adobe Flash Player

I have a MacBook Pro running OS 10.12.3

I am able to download the Adobe Flash Installer but then when I go to my downloads and double click on the "Install Adobe Flash Player" icon, nothing happens. The installer does not open.

What is the problem and how do I open the installer?

Since you refer to "Install Adobe Flash Player" icon, I'm assuming you have been able to mount the DMG image and you are referring to the Install Adobe Flash Player.app file:

Is this correct?

What happens when you right-click on the app and select Open?

Is it possible the mouse double-click speed was modified in System Preferences > Mouse?
