Cannot open PDFs from links inside Flash-based training (why was this taken away?)

With 11.8.800.175 everyone cannot open PDFs from links in flash Web-Based Training on servers (CAN do so from desktop). This is a MAJOR concern in the Duke training community. A window appears saying to reset settings - but there are no obvious settings to alter. (1) what settings undo this prohibition and (2) Will a future release undo this travesty?

I have to say that Adobe appears to be shut down even more than the government.
