Cannot run Flash Player with Win 7 and IE10

I think there are other instances, but Youtube is one where it indicates I need Flash Player and I have downloaded it a number of times and it still will not work. I have checked to settings in IE and searched for Flash Player under the Start button and it indicates I am running the Active X version 11.8.800.174 and the Plug In version is not installed. When I go to the ADobe web site and run the check on whether I have Flash Player it indicates that it is not present. I do not have this problem running Chrome. I noticed during my search for a solution that it calls for different versions of Flash Player for Chrome and IE. I have been wrestling with this problem for weeks and I would appreciate any help.
