Cannot update Flash Player in Windows 10

I have version 23.0.0.207 of flash installed. I went to the flash player manager and the update settings are greyed out, so I cannot change them. My Windows 10 will not update anything other than windows 10. I cannot even update Office.

Microsoft controls ALL updates to Internet Explorer and the Edge browser... you may not do anything to flash player in those browsers

Well Microsoft says my pc does not have enough power to update anthing other than windows 10 and that is why I get the error message

windows update error message 0x800705b4. They said this is the windows time out error code.

They said I had to separately update Flash and Office etc..

So how do I keep Flash updated?
