Cant install Flash Player or Flash Player uninstaller.

Ive gone through the process at least 8 times now and i always get the same message. "Close Internet Explorer to continue downloading." The problem is INTERNET EXPLORER ISNT EVEN OPEN! Ive gone through ALL of the trouble shooting adobe has to offer and it makes no difference. What the hell is going on?

    1.) Reboot your system.

         Something is hanging out in the background and locking Flash Player.  Rebooting will eliminate 95% of the possible problems here.

    2.) Run the uninstaller.

    3.) Run the installer.

    Did you check with the Task Manager (Processes tab)?
