Chrome/win7/ run the plugin choise stopped existing

I have these settings chosen in Chome. I have chosen the option "Ask permission when sites are going to run the plugin". Salama is Flash in Finnish.

Then this has started to happen. I cannot choose "Run the plugin" option because it is gray. Before it worked. I right clicked the Flash Player and it opened a selection where I could choose "Run the plugin" but now that option is gray so I cannot choose it.
