Couldn't load plugin

I am currently using Flash version 23.00 on Opera, Windows Vista.  Am getting "couldn't load plugin" message instead of Flash icon. Also unable to use flash on any other websites either, for same reason.  Have exhausted all advice steps on the Adobe Website to try to resolve problem. Any advice anyone?

    I believe there was an installer issue that impacted XP and Vista that has since been resolved.

    Please download the latest copy of Flash Player from here:

    http://get.adobe.com/flashplayer/

    If you're still having problems, let us know and we'll dig into it with you.

    I've done all you recommend, jeromiec.  I downloaded and installed the 'corrected' version, and checked to be sure the plugin is active (including disabling/re-enabling the plugin), but I still get the "couldn't load plugin" message.  I have the same setup as carolinejake, above.  I also went to the Windows troubleshooting guide you link, no help. 

    Now what?
