Crackling audio and slow playing flash videos

I recently got a new computer and everything is working fine other than videos that require flash player. I am using Chrome. The videos that are having problems are youtube videos and the streams on twitch.tv. I would really appreciate a permanent solution that would fix this problem and have the audio running normally.
