Current Version of Adobe Flash

I have tired un-installing and re-installing flash and it has not help. Keep getting "plug in failures". Also when watching videos online or any other websites that use flash will run really slow and buffer a lot so just want to make sure I have the latest version installed. I have "allow adobe to install updates" checked in system preferences and it says its up to date but having the following issues (as stated above).

I have a Mac OS X (MacBook Pro)

El Capitan Verison 10.11.4

NPAPI Plug in Version 21.0.0.209

Safari 9.1.3

    Is anyone going to help me? I am still having this problem and it happens more when I have more than 1 window opened (on sites that use flash-it doesnt seem to matter what websites)

    Have you rebooted since you started experiencing this issue?  It sounds like Safari is in a bad state.  There's a good chance that just restarting the machine will resolve it.  At the very least, it will eliminate a whole swath of possibilities.

    I have tried clearing the history and cleared all website date but it doesn't seem to help. Is that what you mean? What else could I do?
