Difficulty installing Flash Player, need assistance

Question

I have tried to download flash player to my PC laptop running windows 7, but it does not seem to work.  I have also tried to download it to my iphone 6s, also does not work.  Can anyone offer assistance?  It's necessary to watch red light videos in my city of chicago.

The alternative is to use a browser that renders Flash in the cloud, such as Puffin Browser, or similar.
