Distribution license in China for Offline Flash Player EN version

Hi Team,

I know that Adobe announced it's new Flash distribution partner '2144' in China.
We submitted Flash Player re-distribution license, and now would like to re-distribute offline flash player EN version with our flash-based application in China. I checkde the license agreement but cannot find any description about distribution license in China.

Is it possible to re-distribute offline flash player EN version in China? Or should we contact with '2144'?

I understand the malware concern, however, Adobed itself doesn't offer distribution license for Flash Player distribution in China. Flash Player distribution in China is only available through 2144, Adobe's distribution partner in China.

Is this the same partner for support Post 2020 EOSL of Flash? I see that Harman is supporting everywhere except China.

The "flash player EN version" means the Flash Player installer which is downloaded from Adobe website under a Flash Player Distribution license.

I am concerned about their malware like add-on, but it seems that I should contact 2144 for all Flash Player distribution in China..
