I've been having similar problems. Here's my experience:

I've been attempting to download the flash player from adobe.com through both Windows XP computers and Linux computers. In fact, any computer behind our firewall and proxy server seems to be unable to download the flash player from adobe.com. The symptom is that the download starts and gets about 3% complete, then stops.

At first, I suspected our squid proxy server or some misconfiguration of the iptables rules...however, when I attached my laptop directly to the Internet (new IP on same subnet) I got the same result - download starts...doesn't finish.
I ran some network diagnostic tools and all the evidence I received pointed to the fact that the flash player download packets from fpdownload.macromedia.com just stop coming in.

Luckily, there was an open wireless connection next door to us, so I connected to it with my laptop and tried to download flash again. To my amazement, it worked. No problems at all.

I then checked with my ISP to make sure that the problem I was experiencing wasn't some kind of routing error and they confirmed that everything looked fine on their end.

I'm left to believe that Adobe either has a network problem of their own to deal with, or that somehow (maybe through adobe's firewall configurations) their download servers really don't like some IP addresses.

So if you're having trouble downloading the flash player and you're lucky enough to have both a wireless card in your computer and be in range of an open wireless connection...connect to the open wireless network and try downloading again.

    Hopefully this helps someone out.
If anyone would like to enlighten me on what my problem might actually be...please feel free to put in your two cents.

    Thanks.

I have the same problem as the first guy and for a long time now

I tried to upgrade my Flash version 8 to version 9. I got the prompt to install and instead of a Flash movie saying it was successfully installed I get a quote (") instead where it should be. That is it. Now, after following all instructions from adobe, I am told to go to the forums because the can not help me.

I opened the first site glamare posted at http://www.macromedia.com/go/full_flashplayer_win_msi to download active x but nothings changed but i did get a messege that said:

" 1: The installscript engine is missing from this machine.
If available, please run ISScript.msi, or contact your
support personnel for futher assistance. "

I would try go to the site glamare posted but its not complete:
    http://www.macromedia.com/support/flash/ts/documents/killbitblock/fla...
    where's the rest.

to finish ive been searching for a month for a answer and got none.

Heres a fix for you, unless you already found a solution:

To fix your install engine error do this

1: Delete the folder C:\Program Files\Common Files\InstallShield\Driver from the machine.
2: Download the following IsScript9.msi file and install it on your computer:
    http://support.installshield.com/kb/files/Q108158/IsScript9.zip

Then install flash player 9 using the msi below

    http://fpdownload.macromedia.com/get/flashplayer/current/licensing/win/install_flash_player_active_x.msi

    Hope this helps!
