Electron in FlashPlayer Distribution . charge for applying?

The application made by Electron (using Electron * 1) is scheduled to be distributed inside public organizations (free), and FlashPlayer will be used in Electron * 1 (How to use: https://www.electronjs.org/docs/tutorial/using-pepper-flash-plugin), do I need to apply for a license?
In addition, FlashPlayer is not specifically modified.

Yes you would need a license to redistribute Flash. No, there is no charge. I am fairly sure the license would require you to stop distributing after December 2020, when Flash reaches end of life. Your application seems to have a very short life, it is surprising to still read about Flash developments, three years after the announcement it will die soon.
