    There is no option in any browser to enable Flash Player "for good".  Browser's block/disable Flash by default, forcing end-user to enable it for each instance page that requires Flash content.  Browser's delete this setting when the browser is closed.  As we approach Flash end-of-life (December 2020), browsers have made it more and more difficult to enable Flash, which includes eliminating the 'always allow' option.  This is a browser vendor decision, not Adobe decision.
