Error 2046 Please Help

I've posted this before, and before giving up to a large degree, but after many attempts I still haven't found an answer to this issue.

My original post is here:Error 2046...cannot resolve . To this date I am still unable to download Flash Player on Firefox, and I'm unable to stream videos on Spectrum and Filmstruck due to the errorcode on Chrome where my Flash Player is up to date 30.0.0.113. I have repeatedly tried clearing my Global Storage Settings.

My Mac software is HighSierra:10.13.4 (17E199)

I got a new macbook pro TB 13", but assume I transferred whatever was the issue onto this one as well as the error message and "unable to connect" issue still occur,.

Any help you can offer is appreciated or who I should contact to resolve this issue.
