Is the "allow" feature on google chrome no longer enabled for permanent site exceptions?

Why do you tell me that it will last only until the program is restarted?

    This is a question for Google, not Adobe, as Chrome is a Google product.

    With the release of Chrome 69, the Flash Player settings only remain for the duration of that session.  Once the browser is closed, the settings are removed.

    Summary

    Sites using Flash will require explicit permission to run, every time the user restarts the browser.

    Rationale

    Require affirmative user choice to run Flash Player content, without that choice persisting across multiple sessions.
