Facing Problems with In-build Flashplayer

Hi, I am facing a hue problem on my website based on Latest Govt Jobs that i want to activate adobe flash player to run different types of videos and similar softwares, but i dont want user to install flash player if its not installed,. Is there any way to do that ? I can even pay for that.
