I have been using a chat software called 123 Flash Chat which was based on java and flash player and recently I found that the video cannot be loaded, and their tech told me it is my computer flash player issues.... I have used the latest version of flash player but according to them I need to downgrade flash player? and is it safe to do so?

Each release of Flash Player contains important security updates.  Downgrading the installed version of Flash Player puts your computer at increased risk for malware infection.

I can't speak to the chat software.  If the developers are aware of a legitimate defect in Flash Player, they can report it to our public bug system, at http://bugbase.adobe.com/.
