Sounds like you're being prompted to close Firefox for installation to proceed.  Please post a screenshot to confirm the exact error message.

Flash installation only prompts to close Firefox if the user is attempting to install the version that is already installed on the system, and Firefox has to be closed to unload the plugin, so that it can be deleted.  Upgrading from one Flash Player version to another does not prompt the user to close Firefox.

Note that Firefox, like other major browser vendors blocks Flash by default, forcing user's to enable it, usually on a per site basis.  For more information, see Why do I have to click to activate plugins? | Firefox Help
