Flash 10.1 not working in User account

I am running Vista Ultimate 32bit, fully patched.

I have Internet Explorer 8.0.6001.18928

I have installed Flash Player 10 ActiveX 10.1.53.64

Flash all works if I login in as administrator, or if I Run As Administrator IE.

In a user account SOME(?) flash content does not display.

Eg. the SWF at http://kb2.adobe.com/cps/155/tn_15507.html and the FLVs at http://www.acpmh.unimelb.edu.au/resources/resources-education.html

If I create a new user account the behaviour is the same, so the problem is not a corrupt user profile.

This problem started EITHER when I installed Flash Player 10.1 OR when I installed Microsoft's last set of Patch Tuesday updates.

I have used the standalone uninstaller and installer to reinstall without sucess.

    Sorry for that; the FlashUtil tool seems to behave differently from  earlier versions.

    I have the same problem, and have tried all of the fixes I know including deactivating my virus protector.  However, I noticed that another one of my computers does not have this problem.  That computer downloads but does not install the Windows Vista updates.  I checked, and sure 'nuff, those updates were not installed.  So, I think this is proof of the comments listed by others to this problem.  Somehow the Vista updates have caused the streaming video to not work in the User account.  Only an icon is displayed in the video window.  Now, the question is how to get MS or Adobe to fix it or what change to make in permissions to allow Flash 10.1.  Chuck

    I found another reference to this problem that did not determine what the problem is but found that running Windows Live OneCare Safety Scanner removed the problem and allowed Flash to run.  I am presently running the Scanner, but it appears that it may take a couple of days to do so.  I'll report back when I find out if this is a workable solution.  Chuck

    And the Shockwave Flash Object is enabled in IE Add-Ons.

    I have seen several posts in this forum with exactly the same  complaint.  Unfortunately so far there is no solution.

    Can  you try the following:

    • on the user account, open Windows Explorer
    • in the address bar type %windir%\system32\Macromed\Flash [Enter]
    • double-click on FlashUtil10h_ActiveX.exe to run it

    Does Flash Player work now on the user account?  If not, try this variation:

    • on the user account, open Windows Explorer
    • in the address bar type %windir%\system32\Macromed\Flash [Enter]
    • right-click on FlashUtil10h_ActiveX.exe then select 'Run as Administrator'

    Any better?

    P.S. no Internet Explorer window must be open when you run the above tests.

    Thanks for the suggestion.

    I am unable to tun that exe from the user account, even with Run as Administrator.

    I logged into the admin account and ran it.

    It uninstalled Flash.

    I have reinsatlled Flash from the admin account and I still have my problem.
