Flash 10 wil not install on XP/IE7

Hello,

I am installing this version of flash v10.0.32.18 on a Win XP SP2 with IE7.

http://fpdownload.adobe.com/get/flashplayer/current/install_flash_player_ax.exe

I have uninstalled all previous version and used the Adobe flash uninstaller.

Bellow is the error that I recieve.

http://kb2.adobe.com/cps/191/tn_19166.html and followed the instructions but flash still will not install.

Any ideas?
